A public-sector organization set out to replace a long-running, on-premises system with Oracle Fusion Cloud and assigned six developers to convert HCM data. Fourteen months into the project, the team had yet to successfully build and load every in-scope object.
The Motivation Behind Modernization
The goal was to make it easier to connect systems and expand digital services. Its long-running, on-premises system was difficult to integrate with external databases and did not support mobile access or online services. Departments had added more than 10 separate applications to fill those gaps.
Why Oracle Fusion Cloud
In discussions about moving to cloud applications, officials cited expected benefits including stronger security, less server and hardware maintenance, and easier, more frequent software updates.
Definian’s Approach
From Definian’s perspective, a successful move to Oracle HCM also depended on preparing data to meet Oracle’s defined templates and validation requirements. The project needed a team that could move from requirements gathering through build, testing, and load execution across the full set of objects.
Definian replaced the six-person team with three consultants. Using Applaud, Definian’s data migration software, they gathered requirements across more than 25 data objects, then built and tested each one before executing the loads.
Pre-validation checks replicated thousands of rules from Oracle load programs, helping identify data issues before submission. Reusable mapping templates and runbooks supported object build and testing. Automated cleansing and enrichment addressed issues such as duplicate records, inconsistent formats, and master data restructuring.
The Results
The teams’ first-cycle load success reached 99%; conversion cycles were completed nearly 3X faster than the initial team’s loads. By pairing Oracle-specific validation with experienced conversion delivery, Definian moved a stalled data workstream forward and improved data readiness for go-live.
